The Church Point neighborhood was developed in the early 1990s in the northern part of Virginia Beach on the Lynnhaven river. You can read about the history of the area and the neighborhood here. The Church Point Homeowners Association was incorporated on January 16, 1990 in accordance with the Code of Virginia – Property Owners’ Act. The developers of Church Point wanted to ensure there was plenty of common space available and set aside over 33 acres for parks and trails owned by the Homeowners Association.
Today, many decades later, the established Church Point Homeowners Association is alive and well. Its organization consists of a Board of Directors, a number of Committees dealing with a variety of community affairs and is supported by an external HOA Management Company.
The Church Point Homeowners Association (the corporation) was established though its Articles of Incorporation, has been organized to perform the functions describe in its Bylaws and is ruled by a Declaration of Restrictions. The corporation is charged with the duties and has the powers prescribed by law and set forth in the bylaws and the declaration of restrictions for the corporation. Each of the 381 lot owners is a member of the corporation. The rights, duties, privileges, immunities and liabilities are covered by state law and the corporation’s Bylaws.
To get a sense of what has happened in Church Point since 2005, the archive of quarterly newsletters provides a wonderful chronology of issues that the Homeowners Association and its Board of Directors have dealt with.
