RESOLUTION CONCERNING THE ESTABLISHMENT OF THE COMMUNICATION COMMITTEE

WHEREAS, Section 55.1-1817 Distribution of information by members of the Property Owners Association Act of Virginia states: “The board of directors shall establish a reasonable, effective, and free method, appropriate to the size and nature of the association, for lot owners to communicate among themselves and with the board of directors regarding any matter concerning the association.” and;

WHEREAS, Section 55.1-1816 Meetings of the board of directors of the Property Owners Association Act of Virginia states: “B. Notice of the time, date, and place of each meeting of the board of directors or of any subcommittee or other committee of the board of directors shall be published where it is reasonably calculated to be available to a majority of the lot owners.” and;

WHEREAS, Article III, BOARD OF DIRECTORS, Section 4: Powers and Duties of the Board, Item h. of the Church Point HOA Bylaws states: “To appoint committees from time to time from the membership relating to community affairs.” and;

WHEREAS, there is a need to assist the Board of Directors in making communications more effective and consistent between the Board and the members as well as between the members.

Now, THEREFORE, BE IT RESOLVED THAT the Board of Directors establish the Communications Committee as its arm to conduct reasonable, effective, and free communications within the HOA.

  1. The Committee shall consist of any homeowner willing to participate.
  2. The Committee Chair and the Members of the Committee shall be appointed by the Board of Directors to serve at the pleasure of the Board.
  3. The Committee shall develop and maintain a communications plan and handbook for the Homeowners Association.
  4. The Committee shall maintain a website enabling current and future members to access common information.
  5. The Committee shall maintain a social media presence (e.g. Facebook, Instagram, YouTube) to announce events and outcomes (with links to HOA website) and to let members communicate with each other.
  6. The Committee shall maintain a neighborhood directory where members can opt-in to provide names, email addresses and/or telephone numbers.
  7. The Committee shall maintain an opt-in Email/SMS(texting) service to receive alerts, invitations, announcements and meeting minutes.
  8. The Committee shall provide a quarterly newsletter, published on the website and send electronically to all members who requested a copy.
  9. The Committee shall provide adequate and timely signage at both entrances for upcoming events.
  10. The Committee shall maintain an email service to unify all official HOA email addresses under the HOA domain (e.g. board@churchpointonline.com).
